The Telangana government has launched the Rajiv Yuva Vikasam scheme, allocating ₹6,000 crores to provide 100% subsidized loans for unemployed youth. While this initiative is aimed at supporting self-employment, concerns have emerged regarding its transparency, selection process, and political interference.
Key Concerns & Observations:
1. Lakhs of Applicants vs. Limited Funds: The scheme promises loans with subsidies to unemployed individuals, but the number of applicants is expected to be in lakhs, far exceeding the available ₹6,000 crores.
How will the government ensure fair distribution? Will truly unemployed and needy individuals get preference?
2. Political Influence in Selection: The selection process is handled at the mandal level by MPDOs and at the district level by Collectors. However, there is a strong possibility of political interference, which could favor local leaders’ close associates over genuine unemployed applicants.
3.Sudden Changes in Application Process: Initially, applicants needed to submit only a photo and PAN card on the Rajiv Yuva Vikasam portal. However, recent news suggests additional documents are now required:
• Agriculture sector applicants – Patta passbook.
•SC/ST/BC/Disabled applicants – Caste or disability certificates.
• Transport sector applicants – Driving license.
These last-minute changes raise confusion and may delay or disqualify applicants who were unaware of the new requirements.
4. Will Educated Youth Be Left Behind?
Many applications are expected from below 10th pass candidates, while some politically connected individuals (ex-Sarpanch, ex-MPTC, etc.) may also apply. If such applications dominate, PG and degree holders who are genuinely unemployed might lose opportunities despite their qualifications.
Need for a Transparent Selection Process:
•The government must ensure that loans reach genuinely unemployed youth and not just those with political influence.
•The final list of selected beneficiaries should be made public to avoid allegations of favoritism.
•Strict monitoring is required to prevent misuse of funds and ensure that subsidies truly benefit self-employment efforts.
•With such huge funds involved, only a fair and transparent process can make this scheme a real success. Otherwise, it may become another politically driven initiative with limited impact.
