Jayashankar Bhupalpally | PrathipakshamTV Exclusive Report
Police officers neglecting the directives issued under the Right to Information Act, 2005 has once again raised serious concerns over transparency in governance. Officials of the Tekumatla Police Station, Jayashankar Bhupalpally District, have failed to comply with the clear instructions issued by the Telangana State Information Commission.
This case was filed by RTI activist and journalist Sri Veeramusti Sathish, who submitted an RTI application on 05-08-2023 seeking certain details from Tekumatla Police Station. As no information was furnished, he subsequently filed a First Appeal (27-09-2023) and later a Second Appeal before the Commission.
Based on his appeal, the Telangana State Information Commission registered the case as Appeal No.135/SIC-DB/2024 and conducted a hearing on 28-08-2025.
Commission’s Findings
Although the appellant (Sathish) was absent during the hearing, Sri D. Sudhakar, Sub-Inspector of Police, Tekumatla, appeared and filed an affidavit claiming that information had been furnished to the appellant. However, he failed to produce any proof before the Commission.
The Superintendent of Police, Jayashankar Bhupalpally District, Sri Kiran Khare, stated that the RTI application had been transferred to the SDPO’s office under Section 6(3) of the RTI Act for necessary action.
After examining both parties, the Commission expressed dissatisfaction with the police response.
State Information Commissioner Sri Deshala Bhoopal issued a formal warning to the PIO, directing that such lapses should not recur in future. The Commission also instructed the SDPO and Sub-Inspector of Tekumatla to jointly furnish complete information to the appellant within one week by Registered Post and to submit a compliance report to the Commission.
However, even after two months, the order has not been complied with. Consequently, the appellant Veeramusti Sathish has filed a fresh RTI application seeking the compliance status of the Commission’s order.
“The Commission’s Order Is Not an Advice — It Is a Legal Directive”
Speaking to PrathipakshamTV, journalist and RTI activist Veeramusti Sathish said,
“An order from the Information Commission is not merely an advisory — it is a legally binding directive. Police ignoring such orders amounts to disrespecting the transparency law itself. It erodes public trust in the democratic system.”
He added that if the order continues to be ignored, he would file a complaint under Section 20 of the RTI Act, seeking penalty and disciplinary action against the responsible officers.
Transparency Delayed Is Transparency Denied
This case once again highlights how government departments, especially the police, are showing negligence in implementing the RTI Act. Failure to comply with Information Commission orders directly infringes upon citizens’ rights. In a democracy, the Right to Information is the power of the people. When that right is denied or delayed, official misconduct and abuse of power go unchecked.

Editorial Viewpoint
Providing information to citizens is not a favor but a constitutional duty of the government.
When officials themselves defy the Commission’s directives, the RTI Act risks becoming a mere paper law.
PrathipakshamTV urges the Telangana State Information Commission to take strict action in this case to uphold the spirit of transparency.
